The  Comprehensive Emergency Management Plan (CEMP) Initiative was established in 1999 when Florida State Statute required that County Health Departments review and approve the comprehensive emergency plans for the Home Health, Home Medical Equipment, Nurse Registries, and Hospice Agencies of their local counties.

The new legislation, HB7121and section 252.355, requires the plan to include how services will continue to be provided to the clients that evacuate to Special Needs Shelters during, and/or after an emergency. Doing this, will ensure that the special needs of persons who  need assistance during evacuations and at shelters because of physical, mental, cognitive impairment, sensory disabilities or services that are provided to them by an agency on a daily basis will be met and continued without interruption throughout the emergency. The plan, once completed, will be reviewed for compliance as required in Chapter 2006-71 House Bill 7121. The main objective, which is healthcare community service, guidance and assistance, is accomplished daily by maintaining a productive relationship with all of our internal and external partners.
